Oxfam has been operating in Vanuatu since 1989. As well as ongoing programs in Resilience, and Governance, Leadership and Accountability and Gender, Oxfam is working to support communities to recover from the impacts of Cyclone Pam and prepare for El Nino. Oxfam implements its programs by working in partnership with civil society organisations and government and provides a range of support including institutional strengthening, project funding and facilitating issue based networks. Oxfam is committed to promoting Ni-Vanuatu voices and transitioning to a locally led and managed country team.

Job Purpose:
The Project Manager will facilitate an exciting and innovative project, Building Evidence and Capacity for Disability Inclusive Recovery. The project is a joint effort of several members of the Vanuatu Civil Society Disability Network in partnership with the Disability Desk at the Ministry of Justice and Community Services and the National Statistics Office, to promote disability inclusion in disaster preparedness, response and recovery. This is to be achieved through a pilot disability inclusive disaster assessment process, training and technical support in disability inclusion provided to government and non-government humanitarian agencies, coordination support to the Disability Working Group of the Gender and Protection Cluster and awareness raising on the rights of people with disability in disaster recovery.
The Project Manager will foster and manage effective partnerships with two national civil society organisations in Vanuatu, engagement with technical advisors based overseas and collaboration with the Government of Vanuatu and non-government organisations. Overall project management responsibility includes program planning, implementation, governance (steering committee coordination), partnership management and coordination, budget management, oversight of MEAL arrangements and managing accountabilities to donors, government and other stakeholders.
This position will line manage one staff and will provide mentoring and coaching to facilitate this position’s professional development.

Responsibilities:
Program Specialty
 Manage all aspects of the Building Evidence and Capacity for Disability Inclusive Recovery project including planning, implementation, monitoring and evaluation as well as budget, contract and relationship management and documentation.
 Foster positive and valued relationships with NGO and government partners and stakeholders and engage them in project decision making through facilitation of the project steering committee
 Provide advice and capacity development to project partners on project management
 Closely manage risks associated with the project
 Collaborate with project partners and other stakeholders to disseminate the results and lessons from the pilot disability survey
 Promote coordination and integration with other thematic programs implemented by Oxfam
 Participate in appropriate professional development activities and maintain familiarity with current innovations in disability inclusion and gender and protection programming
 Contribute to the development and implementation of Oxfam’s humanitarian strategy
 Ensure that gender is mainstreamed in all aspects of the project
Operations
 Manage the relationship with Oxfam Australia and the donor including ensuring all contractual obligations are met
 Manage contractual arrangements between Oxfam and the implementing partners and any other
commissioned areas of work
 Manage and report on project budget in line with organisational and donor financial delegations.
 Compile and write regular reports on project progress and expenditure to Oxfam and donor
 Ensure the development and delivery of a program monitoring and evaluation plan that is able to demonstrate impact for Oxfam and program partners. This includes coordination of project information and stories for external dissemination
 Ensure effective internal coordination between project and operational staff
Management
 Line-manage a Disability Inclusion Coordinator and support their ongoing professional development using Oxfam’s performance management framework
 Support Oxfam’s project partners in the management and monitoring of their activities
 Monitor project and partner capacity building and learning needs, and provide or coordinate support, training and advice or other development opportunities for program and partner staff
 Lead on and champion good practice performance management
 Undertake all job responsibilities in a manner consistent with all Oxfam HR policies and procedures, including Diversity, Equal Employment Opportunity and Occupational Health and Safety guidelines.
Representation and Relationships
 Represent Oxfam and present lessons at industry, professional or other fora
 Develop and maintain professional networks and manage relations with related national and international agencies, donor agencies other relevant organisations and Oxfam stakeholders
 Manage relationships at the national level with relevant government ministries and attend regular coordination meetings.
 Manage relationship with academic institutions
 Seek opportunities for publication of research findings and manage all publication submissions

Skills and Experience:
1. Minimum three years proven experience in managing high quality donor funded programs
2. Demonstrated and up to date knowledge of disability inclusion, social inclusion and gender in development or humanitarian programs
3. Experience in convening and facilitating collaborative initiatives
4. Management and leadership experience leading diverse teams and stakeholders (internal and external), including supporting the development of capacities and skills
5. Experience in representing an organisation externally
6. Proven analytical and report writing and financial management skills
7. Experience in integrating gender equity across all aspects of a program
8. Fluent written and spoken English. Knowledge of Bislama preferable

Travel:
The position is based in Port Vila, Vanuatu. Their role will involve regular travel that is likely to involve over-land 4-wheel drive vehicles, small boats and plane trips.
